A US media investigation published in September reports that approximately 15 Ukrainian drone specialists are operating in northern Mali to assist Tuareg rebels. The alleged support targets the military government in Bamako and its Russian allies, effectively extending the Russia-Ukraine conflict into the African Sahel region. CNN states the Ukrainians provided drone training, operational planning, and remote support for missions, though the outlet’s findings have not been independently verified.

The revelation intensifies existing diplomatic friction. In September, Mali’s Foreign Minister Abdoulaye Diop accused Ukraine at the United Nations of providing clear and open support to terrorist groups to undermine the country’s territorial integrity. Diop did not present evidence for the claim, but the three Sahel nations of Mali, Niger, and Burkina Faso have all severed diplomatic ties with Kyiv and deepened cooperation with Moscow. They view Ukrainian involvement as a threat to their sovereignty.

Strategic experts suggest the move aims to reduce Russian influence on the continent. Marta Oliynyk-D'omochko, coordinator of the African Studies Program at the National University of Kyiv-Mohyla Academy, stated that Ukraine’s main interest is to weaken Russia's influence globally. She described the alliance with the Azawad Liberation Front (FLA) as a tactical arrangement against a common enemy rather than a comprehensive partnership. Russian historian Irina Filatova agreed that such support is plausible but noted she has no independent evidence to confirm specific operations.

Kyiv’s intelligence chief has signaled broader African operations without naming Mali. On September 7, Kyrylo Budanov, the former head of military intelligence and current chief of staff to President Volodymyr Zelenskyy, wrote on X that Ukrainian intelligence protects interests worldwide, from Russia to Africa. He referenced burning desert sands in the post. The military intelligence service, HUR, has not provided a specific response to inquiries about personnel deployment or political approval for the mission.

The partnership carries inherent risks due to the FLA’s cooperation with the Jama'at Nusrat al-Islam wal Muslimeen (JNIM), an al-Qaeda affiliated jihadist group. While the FLA seeks self-determination in the north, JNIM aims to impose strict Islamic rule. Oliynyk-D'omochko warned that any alleged cooperation with separatists could undermine Ukraine’s message of equal partnerships with African countries. The HUR indicated it might provide information at a later date, leaving the extent of Ukrainian involvement unclear.
